Elementary Education in Bihar: A Situational Analysis

Abstract: The present study attempts to compute district wise Educational Development Index (EDI) of Bihar. Also was an effort to ascertain trends of improvement in the status of elementary education as a result of planned interventions under Sarva Shiksha Abhiyan (SSA). For this, unified-district information system of education (U-DISE) data for the last two years (2014-15 and 2015-16) was analyzed and compared with the baseline data (2005-06). Four parameters of EDI-access, infrastructure, teacher and outcomes consisting of 22 variables were considered for analysis. Other than outcomes parameter which included learning performance Bihar had expanded the domain of access, infrastructures, teachers and enrolment on one side and had reduced the number of out of school children on the other. The study compared the EDI of 2014-15 with 2015-16 and reported a trend of improvement in the status of elementary education in Bihar.
